The Hong Kong Arts Development Council's Project Grant is open to all arts practitioners and organisations in Hong Kong across ten art forms, with two rounds a year. Within it, emerging artists can apply for the Emerging Artists Development Grant and touring artists for the Cultural Exchange Grant.

Project funding for music, dance, drama, Xiqu, visual arts, film and media arts, literary arts, arts administration, arts criticism and arts education — performances, exhibitions, publications, education programmes, creation, critical reviews and archival work. The same round also offers the Emerging Artists Development Grant, giving emerging artists and groups exposure, and the Cultural Exchange Grant, for showing work abroad.

Individual artists who hold a Hong Kong identity card and are at least 18 at the time of application, or organisations registered and conducting arts activities in Hong Kong (registered society or limited company) with a non-profit project. Organisations still being registered, sole proprietorships, partnerships and joint applications are not accepted. Applications are submitted by email with supporting documents via a share link; late submissions are not processed.
