Project funding in nine cultural fields, three competitions a year. Individuals can request a creative work stipend — calculated with the council's formula, up to six months in a calendar year (in visual art only 3 or 6 months, except for creative trips) — or a study stipend (up to €8,000 per study level). Funding can also cover creative trips to conferences, masterclasses, competitions, festivals, book and film markets and biennials.

Natural and legal persons, and natural persons registered with the Latvian State Revenue Service as self-employed, in literature, music, performing arts, film, visual art, cultural heritage, traditional culture, design and architecture, or interdisciplinary projects. An individual applying in their own name can request only a study stipend or a creative work stipend (maximum project period one year); legal persons and the self-employed apply for project costs. Applicants submit through the VKKF project application system (kkf.kulturaskarte.lv), signing in with personal authentication means. Any number of applications in any field, but the same project in one field only.
