The regional savings bank Kreissparkasse Bersenbrück has awarded this stipend every two years since 2004, named after the painter and graphic artist Franz Hecker (1870–1944), who was born in Bersenbrück and worked all his life in Osnabrück and the Osnabrück region.

A stipend of €10,000 in total for a three-month working stay between April and October 2027 near the Hasemühle Bersenbrück, a former Cistercian convent mill from 1293 now used for events and exhibitions; accommodation is planned in the flat opposite the mill. The costs of the stay are paid by the stipend holder. The work made during the stay is presented at the end of the stipend or at an agreed date in the exhibition rooms of the Kreissparkasse Bersenbrück.
