Residence or citizenship
Limits come in two kinds. Residence: you must live in the country, often with proof such as an address or a tax number. Citizenship: you must hold that nationality, wherever you live. Among the limited calls — residence only: 271; citizenship only: 37; either: 236.
Calls for one country
Most limited calls are national: for the artists of one country, from its arts council, a city or a foundation. Calls for a single country: 471. The table shows the countries with the most of them.
Calls that exclude countries
A few calls name countries whose artists may not apply, usually because of funding rules or sanctions. Calls with such an exclusion now: 10. Countries named: Russia: 3; Japan: 2; Belarus: 2; Finland: 1; Uruguay: 1; France: 1; United Kingdom: 1; Norway: 1.
Artists from Russia and Belarus
Calls that exclude artists from Russia: 3; from Belarus: 2. Most international calls set no country limit, so their terms allow these artists to apply. What the terms do not settle is everything around them: a visa for a residency, a bank transfer for a prize or a fee, whether a funder can pay a stipend. If any of it matters, ask the organiser before you apply.
Other limits
Eligibility can also depend on age, on being a student, on identity — calls for women artists or for Indigenous artists, for example: 33 in the catalogue now — or on the language of the application. Calls that require a particular language: English: 36; German: 17; French: 6; Spanish: 2; Lithuanian: 1; Portuguese: 1.
How to read an eligibility line
Read it literally. “Open to artists based in Canada” means residence; “Canadian artists” may mean citizenship; “international” means anyone unless something else is said. If you are unsure, write to the organiser: they would rather answer than reject you.
